Here are the tricks you can use to save time in this dungeon:

Z-target and shoot the first switch just as you pass the two Octoroks.

Throw Ruto at the second ceiling switch you find. Do NOT try to target it, as there are too many bubbles around. Just aim manually.

You can number the rooms in the small tree-shaped section 1, 2, 3, 4 and 5 from left to right. Your route is 5, 1, 4, 3.

Try to take Ruto into rooms with you if at all possible (all except room 1). She yells at you every time you leave her behind - this wastes time.

In the first room, try to jump-attack the stingers as an alternative to shooting them. This takes them down instantly and is actually faster.

In room 3, take out the jellyfish first...

Big Octo: get hit by him on purpose to make him turn around. Quickly stun him with a Boomerang up the rear if you want (this isn't necessary if you move fast) and then use a Deku Stick jump-attack to kill him instantly.

When you first enter the room with the switch which you have to Boomerang from behind glass, Boomerang all the jellyfish you can see so they don't pester you later. Backflip or sidestep off the ledge after hitting said switch to skip climbing down the vines.
