You're supposed to collect 400 rings and deposit them in the vault before you walk up to the capsule.  That takes a long time, so it makes sense to skip it!  Even though there's an invisible barrier guarding the castle, you can laugh at it and go around.  Because more of the walls and floors are solidified on GameCube, those players have to take a different path, one that's disadvantaged by about 15 seconds.

Either way, start by jumping onto the pedestal to the left of the information booth.  Jump from there onto the top of the Slot & Pinball machine.  Get onto the angled face of the slot machine decoration, and use the tilt to do a spindash jump left and around the sides of the room, hopefully landing on the roof of the entrance to the vault.  Go to the other side of the hump, and use that angled surface to spindash jump, going around the solid floor of the upper level, and finally moving back to land on the upper level.
