The Gadget Training room is found on the top floor of the Carrington Institute in Perfect Dark. It's here that you can practice the use of various gadgets that you use in the game's solo missions proper.
Competition for the gadget training records is limited. The rankings (such as they are) are a subsidiary of The Elite and can be found here.
