After you have left the building you started in, spindash jump to the lower piece of road at the right, then spindash jump again to the sloped building at your right. Spindash to the highest part of the bulding, then at the top-right corner of the slope, charge a spndash and shoot off to the right. Use a jump dash at the highest point of your jump, and try to land on the building with lots of police cars.
Spindash to the rockets, then run along the curved piece of road thereafter. After the curved road there is a ramp that shoots you into a tube. Instead of taking the ramp, spindash to the right and land on the green railing on the outside of the dome. Use another spindash jump to land on a platform that has a rocket on it.
